      I.        Details

 

Responsible To: RRMP Programme Manager Responsible for: RRMP logistics team Works With: RRMP Programme Manager, Logistics, Administration and HR staff, local partners, and the CMT Location: Based in Goma, North Kivu, DRC, with frequent travel to RRMP Beni base and throughout North Kivu Start Date: ASAP Duration: 4 months Salary: £25,760 - £26,510 per annum (dependant on relevant experience), Inclusive of annual Cost of Living Allowance Benefits: Insurance cover, accommodation, R&R, annual leave entitlement of 24 days per annum rising to 30 days at the completion of 12 months of continuous employment with Merlin.

For those teams transferring as part of this plan, our expectation is that there will be a phased transition of Merlin’s overseas programme operations and head office teams to Save the Children, which we are aiming to complete within 18 months. During this time Merlin’s life-saving work for children and their families around the world will continue. The merger in DRC is expected to be fully complete by mid-2014. Context and Background The Democratic Republic of Congo is the second largest country in Africa and one of the poorest. Decades of dictatorship and civil war have left much of the national infrastructure destroyed.

Merlin has been operational in DRC since 1997. Merlin teams have provided emergency medical care to the most vulnerable populations in Maniema, Kasai Oriental, North Kivu and Orientale Provinces. Activities have included emergency response, support to primary and secondary health care facilities (including supervision, supply of drugs, and the payment of incentives), reproductive health, institutional capacity building, immunisation campaigns, nutrition, WASH, and the rehabilitation of health facilities.

In North Kivu Merlin currently works in Rutshuru, Binza, Kayna, Alimbongo, Mweso, and Birambizo health zones, providing essential health care services to IDPs and host populations; and through the rapid response to movements of population (RRMP) mechanism throughout the province, Merlin conducts rapid multi-sectoral assessments of areas with reported population movement and where necessary ensures short term emergency responses.
Merlin was selected in 2012 as the health partner to bring a health component to the established RRMP mechanism in Nord Kivu province. The RRMP mechanism conducts rapid multi-sectoral assessments of areas with reported population movement and where necessary ensures short term emergency responses.
Main purpose of the role The senior logistician is responsible for ensuring that efficient and appropriate logistic support is provided for all RRMP programme activities. He/she should ensure that all Merlin and donor logistics procedures are followed through a direct and technical management of RRMP logistics team members. The Senior Logistician should ensure all logistical measures are taken to ensure the timely implementation rapid evaluations and short term emergency responses, in close coordination with the other members of the RRMP team. Overall Objectives :

-        Responsible for ensuring that efficient and appropriate logistical support is provided for all RRMP programme activities, consistent with Merlin protocols and procedures, to ensure programme objectives are achieved in collaboration with the RRMP Programme Management Team ;

-        Provide logistical guidance, advice, and support to all field sites and the logistical staff in those locations as necessary or as required ;

-        Ensure that Merlin’s policies, systems and guidelines are implemented, used and adhered to ;

-        Ensure that a constructive and effective logistical working relationship between field offices and main office is developed and maintained ;

-        Provide technical support to the project operational departments in Petit and Grand Nord Kivu in relation to: procurement, transport and vehicle maintenance, asset management, compound maintenance, warehousing / stock control, and the distribution of goods ;

-        Monitor and oversee all project sites to ensure that systems are being correctly implemented and comply with Merlin and donor standards ;

-        Develop the RRMP programme logistics strategy and ensure its timely implementation.

 

    II.        Responsibilities

 

Oversight of all RRMP logistical activities including :

-        Procurement planning, alongside medical and supply chain teams ;

-        Communications systems ;

-        Vehicle fleet management ;

-        office/residence equipment maintenance and management ;

-        mobile clinic operation ;

-        Rehabilitation oversight of supported health facilities ;

-        Ensure logistical systems and procedures are maintained and up to date in a timely fashion.Ensure that rapid responses are launched within 48 hours of decision making ;

-        Responsible for maintaining and monitoring the procedures of Merlin’s non medical activities including local procurement, vehicle and asset / equipment maintenance and management ;

-        Responsible for supply chain and stock control consistent with Merlin protocols and procedures ;

-        Responsible for the appropriate selection installation, use and maintenance across the following technical disciplines : IT, mechanics,energy and electricity and cold chain ;

-        Act as technical lead, advisor, and manager of specific WATSAN, healthcare waste management and rehabilitation/construction activities as required by the response teams, ensuring a good follow up of such projects ;

-        Responsible for all asset and inventory management within the project ;

-        Report monthly on fleet management, generator maintenance etc.

-        Implementation of Merlin standard warehouse procedures in order to reach the overall goal of 100% transparency and accountability.

Procurement

-        Implement and maintain Merlin standard procurement practices, keeping records to full audit trail standard under donor regulations as well as Merlin Internal Procurement Procedures for RRMP activities ;

-        Ensure to obtain the necessary authorisations / approvals, execute the purchase of appropriate supplies for RRMP projects and arrange delivery in a timely and cost effective manner ;

-        Liaise and co-ordinate with the relevant departments regarding delivery of supplies and keep all parties informed of any changes in a timely manner ;

-        Ensuring for the preparation and maintenance of accurate and up-to-date supplier information and market prices databases for regularly purchased items ;

-        Ensure the maintenance of a good professional working relationship with suppliers.

 

Assets and stocks

-        Ensure the proper repairs and maintenance of equipment coming from the field offices ;

-        Ensure coding and proper tagging of assets and the maintenance of an up to date and proper asset inventory for office and houses ;

-        Ensure proper storage and warehousing of assets and programme stocks, including proper receiving and issuing of stocks, maintenance of updated bin cards, and regular physical stock taking and spot checks for assets and office equipment ;

-        Prepare a quarterly equipment asset repairs analysis to feed into the advice for disposal ;

-        To ensure that the proper administrative procedures and standards for order follow-up, ordering, stock keeping and dispatch are followed ;

-        To keep a proper record of expenditures, receipts, requisitions, purchase order forms, waybills, and all other documents ;

-        Ensuring the stock administrative system is in place and used on daily basis and quarterly/monthly reconciliation’s is done. Monthly report is being produced and shared with programme staff to give them an idea what they have got in the stock for their planning purposes. On quarterly basis ensure that all sensitive materials stored in the warehouse are checked specially date of expiry and making sure the relevant programme staff have been notified well in advance from the date of expiry.

 

Human Resources

-        Manage the national logistics staff team including recruitment, team building, and disciplinary action where necessary, as well as conducting evaluations ;

-        Build the capacity of the logistics team through ongoing training and staff development with the aim of increasing skills and responsibilities within the national team ;

-        Conduct security briefing and logistics induction for all new team members

Security

-        Support the PM in ensuring implementation of security measures according to Merlin security guidelines and monitoring of the same ;

-        Support in the on-going monitoring of the security situation and the provision of guidance to teams/sites as required ;

-        Supervise the safety and security for programme staff ;

-        Facilitate the evacuation of field based teams if necessary ;

-        Aid in medical evacuation where necessary, as per the Medivac guidelines.

Admin and Finance

-        Initiate and monitor the progress of programme logistical activities in line with respective workplans ;

-        Develop and update procurement plans to ensure timely provision of supplies and equipment ;

-        Contribute to weekly sit-reps and submit monthly logistical reports to line/technical managers ;

-        Ensure timely contributions to donor reports.

 

   III.        Person Specification Essential Qualifications, experience and competences

 

-        Previous experience of logistics management in an NGO ;

-        Security management experience in an unstable and volatile environment ;

-        Excellent communication skills with a good level of written and spoken English and French ;

-        Confident and proficient in the use of MS Office ;

-        Excellent management and personnel skills to enable the motivation, encouragement and participation of a mainly national team, including remote management ;

-        Strong team communicator and facilitator between the interests of different departments ;

-        Problem solving ability with equipment ranging from PC’s to vehicles and radios ;

-        Strong capacity building skills ;

-        Ability and flexibility to understand the cultural and political environment and to work well with the local authorities ;

-        Strong coordination, communication and diplomacy skills ;

-        Strong administration and organisational ability ;

-        Willingness to travel extensively in the field ;

-        Ability to work under stressful conditions in an isolated area ;

-        Experience of establishing strong working relationships with colleagues from different functions and cultures ;

-        Experience of a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines ;

-        Experience of proactively identifying and addressing issues ;

-        An understanding of and commitment to Merlin’s mission and values Desirable Qualifications, experience and competences ;

-        Previous experience in and good knowledge of DRC, ideally North Kivu province ;

-        Experience in health systems strengthening and/or health disaster preparedness ;

-        Previous experience with Merlin ;

-        Previous experience with the RRMP mechanism within DRC ;

-        Knowledge of Swahili.
