      I.        Introduction

Save the Children began working in the Democratic Republic of Congo in 1994 when the conflict started in the east of the country. The Democratic Republic of Congo is acknowledged to be one of the most difficult countries in which to grow up. Access to essential services is very limited and children are subject to widespread exploitation and abuse, including recruitment into armed groups, forced labour, sexual abuse and abandonment.

    II.        Role

Under the supervision of Security and Safety Manager and in coordination with the FM and SFM, the post holder support project implementation by ensuring the systematic application of safety and security management policies and procedures in all of SC operational areas of DRC. This will include the assessment of risk and threats, provide advice on risk management, maintain appropriate guidelines and ensure that practice in the Field are robust and all staff are informed, trained and comply with SC security and safety policies and procedures.

The job holder will assess the capacity of staff in the field and work successfully with them to build their capacity and raise the motivation to analyze and manage security.

The post holder support in the delivery of an effective senior Safety and Security function will play a key role in the expansion of Save the Children programmes in DRC to increase impact and enable positive change for children.

   III.        Responsabilities

-         Continuously review all safety procedures at all operational sites, as directed by Save the Children International ;

-         Participate in the development of Security plans for an inclusive process, involving as many as possible staff members. Disseminate security plans to staff and visitors ;

-         Implement the policy and safety rules ;

-         Ensure that hibernation, relocation, evacuation plans are in place and are effectively disseminated and implemented ;

-         Ensure that the context assessment and the security situation is made more or less and updated monthly ;

-         Coordinate staff induction on Safety and Security and organize Security briefing within 24 hours of visitor’s arrival in PNK ;

-         Ensure regular checks of security situation; compile reports on the safety and security assessments of offices and guest houses ;

-         Develop network and contacts list ;

-         With the Crisis Management Team (CMT), compile and revise risk assessment each time when the context and situation changes ;

-         Find and analyze information relating to safety from various sources including local and international media, government officials, INGOs and UN agencies and Security task forces within the Country that should be necessary to produce a weekly security report ;

-         Ensure that communication systems are adequate and maintained, and provide training to staff on the use of communications equipment and protocols in collaboration with the Senior Logistics Coordinator ;

-         Ensure that vehicles, equipment and premises of SC are complying with the basic safety and security norms ;

-         With the Senior Logistics Coordinator, ensure that the rules and instructions for field trip are implemented consistently and over time ;

-         Provide supervision and technical support to radio operators, guards and field security focal points (liaison officer, etc.) ;

-         Build capacity and sensitize both national and international staff on personal safety and security and develop an ongoing training program ;

-         Ensure that problems identified and action plans are followed by people in charge (regular reminder) ;

-         Mapping systematically all safety and security incidents and provide timely analysis in order to identify trends to an emergency by creating a relative database ;

-         Ensure that incident report forms are compiled and disseminated to the Safety and security Manager. Ensure that bases adhere to the same process and also share the information ;

-         In collaboration with the Crisis Management Team and other staff members, assist in the debriefing of staff involved in the case of security incidents or incidents missed ;

-         Ensure that incident reports are properly compiled and sent to the Country offices and all relevant staff ;

-         Ensure that lines of communication / information, the communication tree and reporting mechanism, are well understood by the Crisis Management Team ;

-         Ensure the implementation of security procedures within all departments and advise the Senior Management Team (SMT) on the consequences arising from decisions of the Security Management. Complying with and promoting all Save the Children Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.
 

  IV.        Qualifications and Experiencies

-         Minimum 3 years practical field experience in security management/leadership role in challenging or insecure environments, with sound knowledge of personnel and organizational security issues, threat/risk assessment, security management and awareness ;

-         Ability to access and manage security situations and to develop personal security and evacuation procedures ;

-         Track record of training, managing and developing staff in safety and security principles and procedures ;

-         Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi location, values driven teams ;

-         Experience and knowledge of personnel and organizational security issues, threat/risk assessment, security management and security awareness in an insecure environment ;

-         Technical competency and training experience in field based communications systems ;

-         Fluent in written and spoken French and English is mandatory ;

-         Strong report writing, analytical and interpersonal skills ;

-         Flexibility and maturity to work well under pressure ;

-         Willingness to work and travel in often difficult and insecure environments ;

-         Understanding of and commitment to Save the Children’s aims, values and principles ;

-         Experience of INGO humanitarian work in emergencies ;

-         To be Congolese citizen.
