Historique

Under the overall guidance and direction of the Country Director, and the direct supervision of the Deputy Country Director (Operations) in collaboration with the Deputy Country Director (Programme), the resource Management Specialist performs overall management of resources and fund management activities while being part of the senior operational management group of the CO and performs overall management of its unit staff.

The Resource management Specialist works in close collaboration with the Management Support and Business Development, Programme, Operations, and project teams in the CO, UNDP HQ staff and Government officials ensuring successful CO performance in resource management .

The Resource management Specialist supervises and leads the support and professional staff of the Finance and Programme and Management support Unit.
The Resource Management Specialist is responsible for strategic financial and resources management and consistency with UNDP rules and regulations. The incumbent sets policies and methods to maximize the CO performance in Resource management demonstrating capacity for innovation and creativity and providing advice to Senior Management on readjustment of the projects resources to take into account changes in the operating environment as and when needed.

 

Devoirs et responsabilités

Summary of Key Functions:

-       Ensuring the strategic direction of Fund Administrative Fund Services ;

-       Ensuring Financial resources management and supervision of the Finance and PMSU team ;

-       Ensuring Monitoring of the projects budget ;

-       Ensuring effective Capacity Building for Implementing Partners.

As a member of the CO management team, ensures the strategic direction of Fund Administration Services focusing on achievement of the following results:

-       Prepare Under the delegation of Authority received from MPTF Standard Administrative Arrangements (SAAs), formerly known as Letter of Agreement (LOA), with donors ;

-       Receive and administer donor contributions on behalf of the Participating UN Organizations ;

-       Disburse funds to Participating UN Organizations as instructed by the Humanitarian Coordinator; and Steering committees ;

-       Maintain a Rapid Response Reserve, as directed by the Humanitarian Coordinator ;

-       Report to the Humanitarian Coordinator, donors and the DRC Pooled Fund Board and other Joint programmes on the sources and uses of donor contributions received ;

-       Consolidate periodic financial progress reports from Participating UN Organizations for submission to the decision-making body of the Fund for review and approval and thereafter to donors ;

-       Ensuring that UNDP’s accountability as Administrative Agent is properly safeguarded and exercised, and UNDP’s role as Administrative Agent on behalf of UN agencies is clearly recognized and differentiated from its role as Participating UN Organization by our UN partners and donors ;

-       Management of requests for the provision of financial resources by UNDP and monitoring of financial resources and accounting to ensure accuracy and reliability of financial reports ;

-       Leadership in overseeing effective provision of services to counterparts, and sound financial management ;

-       Support BRSP to strengthening existing MPTF management procedures and development of instrument and tools.

Ensures effective and accurate financial resources management and supervision of the Finance and PMSU teams focusing on achievement of the following results:

-       Proper planning, expenditures tracking and audit of financial resources in accordance with UNDP rules and regulations, Resource Manager performing the function of Manager Level 2 in Atlas for vouchers and replenishments approval, deals management and bank reconciliations. Approval of pending disbursements as the “third authority” (cheques, bank transfers, EFT). Approval of bank reconciliations ;

-       Management of cost-recovery system for the services provided by the CO to projects and other UN Agencies. Accurate planning, forecasting and reporting of extra-budgetary income ;

-       Proper management of the contributions management business process and accounting for contributions to ensure that the money due to UNDP is properly identified, consistently and uniformly classified, recorded on a timely basis and received with sufficient supporting documentation ;

-       Organization and oversight of CO cash management processes, including liquidity management, recommendation of imprest level, risk assessment, bank relationship management, timely accounting and reconciliation of all transactions, security for cash assets on site ;

-       Member of the bank signatory panel ;

-       Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained and ensure that all financial transactions are identified, recorded and verified in compliance with IPSAS as outlined in the corporate policies and procedures.

Ensures effective Management of the projects budget, focusing on achievement of the following results:

-       Management of financial resources of the projects through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations ;

-       Over sightings and monitoring of project’ budgets in Atlas ;

-       Regular analysis and reporting on the delivery situation of the projects ;

-       Elaboration of proper mechanisms to eliminate deficiencies in budget management ;

-       Collection of information on internal and external clients’ satisfaction and needs in order to develop improvements to services ;

-       Provides timely reports to the senior management on the CO performance (Atlas Data Quality Dashboards, Balance Score Cards, etc.) & make recommendations for improvement, including benchmarks.

Ensures effective Capacity Building for Implementing Partners focusing on achievement of the following results:

-       Contributes to the ongoing development of professional practices in the area of his/her competencies ;

-       Guide, support and service the country level resource allocating Funds Steering Committees ;

-       Advise the CO on policy issues relating to the Funds, particularly those affecting UNDP CO’s delegated fiduciary responsibilities ;

-       Maintain regular contact with the Participating UN Organizations and provide support and guidance on the preparation of results-based progress reports ;

-       Prepare consolidated analytical results-based progress reports based on submissions from Participating UN Organizations within the timetable specified in the Memorandum of Understanding and Letter of Agreement of the Funds ;

-       Prepare strategic materials, briefs and/or position papers on emerging results and outcomes of the Funds in the CO ;

-       Provide periodic summary reports on Funds level progress to donors and Participating UN Organizations through write ups in periodic web update of the Funds ;

-       Liaise with the Executive Coordinator of MPTF Office in NY and Deputy Special Representative of the Secretary General/RC leading the overall operations of the Funds on matters dealing with Funds issues ;

-       Organize meetings, as appropriate at CO level with the, donors and UN Participating Agencies ;

-       Synthesis of lessons learned and best practices ;

-       Sound contributions to knowledge networks and communities of practice.

Qualifications et expériences requises

Education:

-       Advanced (Masters) University Degree in Finance/Accounting, Business, or Public Administration, or a professional accounting qualification from an internationally recognized institute of accountancy. Professionally qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage ;

-       UNDP Advanced Accountancy & Finance Test required.

Experience:

-       7 years of relevant experience in providing financial management advisory services and/or managing staff and operational systems ;

-       Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages ;

-       Experience in handling of web based management systems and ERP financials, preferably PeopleSoft ;

-       Experience of IPSAS and/or IFRS is required for external candidates.

Language Requirements:

-       Fluency in the UN and national language of the duty station.
