TITLE: Operations/Supply Chain Management Specialist

MSH is seeking candidates for an upcoming USAID-funded malaria control project in the DRC. The purpose of the USAID/DRC President’s Malaria Initiative (PMI) Expansion Project is to increase coverage and use of key lifesaving malaria interventions in support of the DRC’s National Malaria Control Program (NMCP). This project will complement the existing USAID/DRC Integrated Health Project (IHP) and other donorsupported malaria programs. This position is contingent upon project award.


Under the direct supervision of the Chief of Party (COP), and working closely with the project technical team, the Operations/Supply Chain Management Specialist (SCM) will coordinate the project efforts to support the project in resolving challenges in
management of the supply chains of malaria commodities at provincial and zonal levels.


S/he will provide technical assistance to the provincial and HZ malaria control program units in forecasting and quantification of commodities for prevention and treatment, dissemination of tools, development and implementation of a logistics management information system, and advocacy for commodities security in the supported provinces and HZs. S/he will provide technical assistance to provincial and HZ Regional Distribution Centers/Depots (CDR) to resolve supply chain and distribution bottlenecks, support capacity building and strengthen supply management at operational level of the health system. S/he will support the design and implementation of a more effective pharmaceutical management system for malaria commodities including development of a reliable information system for reporting to USAID and PMI. S/he will be responsible for ensuring the correct storage in the regional warehouses (CDR) and that there is no leakage of ACTs and other malaria supplies as they are transported to lower levels (health facilities) in the system. The Operations/Supply Chain Management
Specialist (SCM) will also use the “train the trainers” approach as described above.


-       Master’s degree in business management or a related advanced degree relevant to supply chain management and logistics.

-       Minimum of five years of demonstrated experience in operations and/or supply management.

-       Excellent verbal, written, interpersonal, and presentation skills.

-       Possess advanced language proficiency level (LPL) of 4/4 English and French communication (oral and written) skills.

-       Willingness to locate in Kinshasa and to travel within DRC required.
