Logistics Officer

      I.        Background

The Danish Refugee Council (DRC) operates in more than 30 countries worldwide. DRC has operated in the Democratic Republic of the Congo (DR Congo) since 2009, with operations in Province Orientale in the north-eastern part of the country. DRC works to secure various forms of emergency relief – water and sanitation, protection, livelihoods and infrastructure. DRC is also engaged in long-term solutions ensuring improvements in safety for the population of internally displaced persons, and reconstruction of the many abandoned homes and farming areas. In December 2012 DRC will start up emergency activities for displaced populations in the North Kivu Province.

DRC is planning to move its country office from Bunia in Oriental Province to Goma in North Kivu in the first semester of 2013 and also opening a liaison office in Kinshasa while maintaining field offices in Bunia, Dungu and Faradje.

 

     II.        Overall objective

DRC is looking for an experienced logisitician with strong management and planning capacities to develop the logistical capacity of the organisation in DR Congo and to ensure the implementation of a newly developed supply chain management system. The logistics officer will be part of the senior management team and is expected to contribute to the future development and professional dynamics of DRC in DR Congo

    III.        Responsibilities

The logistics officer will report to the country director and will be responsible for:

1.     In General

-       Timely meeting of all programme procurement needs and logistics conduct in accordance with the Operations Handbook and Programme Manual with adherence to the donor guidelines ;

-       Management of local and international procurement, import procedures, liaison with authorities, inventory stock take, vehicle servicing and repairs, compound maintenance and renovation, set of camps, communications and security systems, vehicle fleet and fuel monitoring, and reporting ;

-       Representation of DRC in relevant forums, such as the logistics cluster, security meetings and interagency work groups as well as vis-à-vis current or potential donors ;

-       Planning and undertaking the move of the country office to Goma, North Kivu and the setup of the liaison office in Kinshasa.

 

2.     Management

-       Supervision and instruction of the logistics departement in Bunia, Faradje and Dungu and eventually in Goma;

-       Develop and conduct relevant training modules for logistics staff. Especially related to the implementation of a new supply chain management system, which has a planned roll-out in DR Congo in February 2013;

-       Recruitment of staff for the logistics departements;

-       Developing a strategy for the recruitment and functioning of roving technical consultants (especially related to mechanical, electrical and communication systems).

 

3.     Procurement

-       Assuring due dilligence and a daily follow up of on-going procurement procedures.

 

4.     Security

-       Assisting the country director and safety focal point with security assesments, MOSS compliance and coordination with other relevant actors ;

-       Organize security trainings for staff in cooperation with the country director and the safety focal point.

 

   IV.        Qualifications

1.     Required

 

-       Proven experience for a minimum of 3 years in logistics post within internationally recognised non-governmental organisation, UN agencies, commercial companies or similar entities ;

-       Full professional fluency in French and English ;

-       Result oriented individual with ability to deliver good quality work in timely fashion ;

-       Valid driving licence and passport ;

-       Proficiency in using MS Excel and Word programs, as well as common computer and communications applications ;

-       High level of interpersonal and negotiation skills and motivation to work as part of a team ;

-       Willingness to live and travel in remote areas of central Africa ;

-       Capacity to live and work in volatile security environments and work under stress.

 

2.     Preferable

-       Prior work-experience in a volatile security environment ;

-       Experience with IT procurement systems ;

-       Knowledge of the context in North-eastern DR Congo ;

-       University degree within logistics or related fields

Availability: Ultimo January 2013. Starting date is negotiable.

Duty station: Country office of DRC, initially Bunia, Oriental Province but move to Goma, North Kivu expected in 2013. Frequent travels to field offices. Non-family duty station.

Contract: 6 months renewable contract
