      I.        Context


Care is currently seeking a Country Director (CD). The Country Director in the Democratic Republic of Congo (DRC) is CARE's senior representative and is responsible for ensuring that CARE's work in that country contributes to CARE's vision of "a world of hope, tolerance and social justice, where poverty has been eliminated and people live with dignity and security". The CD is expected to provide strategic leadership and guidance to the country office team and ensure that CARE's role and mandate in the country are appropriate to the operating context and position CARE as partner of choice and a significant contributor to reducing poverty and social injustice.


    II.        Responsibilities


-        The CD is responsible for overseeing the development, funding and implementation of the CO strategy and a program portfolio (including emergency programming) that effectively addresses the underlying causes of poverty in line with CARE's Programming Principles. S/he must also ensure that systems are in place and being properly implemented that ensure the proper management, well being and safety of CARE staff and the proper stewardship of CARE resources. The CD is responsible for promoting Gender Equity and Diversity and ensuring an organizational culture where CARE core values - Respect, Integrity, Commitment and Excellence - are practiced, team work is encouraged and all staff feel valued. S/he is responsible for establishing and maintaining good working relationships with host government officials, donors and other partners ;

-        The CD is responsible for leading the Country team in an extremely challenging environment. This is a senior management position where the candidate is expected to demonstrate exceptional leadership and organizational management skills.

A newly aligned strategic plan which the Country Office believes is an innovative approach to poverty alleviation is on one hand a further challenge due to its ambition, but is on the other hand a fantastic opportunity permitting to unify the team around a common challenge.

-        The CD is responsible for overseeing appropriate action plans for the specific environments in which CARE works. S/he manages a team of professionals focused on the design, funding, implementation, monitoring and evaluation of programs and projects (including emergency programs) and in the provision of an efficient operational support to the Program implementation

Together with the Assistant Country Director programs, s/he establishes the donor marketing, advocacy priorities and supports constructive engagement with other stakeholders, notably donors and civil society over key developmental issues in the Country. S/he also works closely with the Assistant Country Director for Program Support and the Finance controller. The CD is the interface with the CARE USA headquarters levels, as well as with other interested CARE International members.

-        The CD reviews and validate monthly and financial reports, pipeline (currently 14 millions USD, estimated FY011: 17 millions). S/he is responsible maintaining good working relationships with host government officials, donors and other partners and is responsible of the Country Security and Safety in an unstable environment (East DRC) with serious concerns related to the next coming elections

Requirements include

Bachelor's Degree in related field

8 years in senior management position in development field.


Program Management

Demonstrated experience in leading strategic and operational planning

Demonstrated leadership and management skills in a very complex international setting

Extensive conceptual skills including strategic analysis

Demonstrated experience in program design, implementation and evaluation

Experience in emergency related activities


People/Relationship Management

Demonstrated leadership and interpersonal skills

Ability and interest to coach and develop staff

Experience with performance management

Strong representation and negotiation skills

Demonstrated use of positive coping strategies in stressful environments

Demonstrated cross cultural communication skills.


Financial Management

Knowledge and experience with financial management as demonstrated by:

Ability to manage a complex budget

Follow-up on internal and external audit recommendations

Donor compliance and reporting


Information/Knowledge Management

Ability to establish a learning culture within the CO

External Relationships/Fundraising

Experience in successfully managing institutional partnerships with national and international NGOs

Experience in establishing and maintaining collaborative relationships with donors and government counterparts.

Fluency in French speaking and writing skills.
