I.              Context

People in Need (PIN) has been working in South Kivu, Democratic Republic of Congo since 2009 (for more details see In response to the immediate needs in a post-conflict environment, PIN began by implementing programmes focusing on access to primary health care, improving access to and quality of primary education, providing support to victims of sexual violence and assisting people in meeting their basic needs via livelihoods and water and sanitation interventions. PIN´s programmes in DRC focus mainly on emergency and recovery while identifying and implementing more sustainable solutions. PIN is present in South Kivu Province, with main office in Bukavu.

II.             Responsibilities

Country Director (CD) is responsible for the management and development of the mission and its employees (3 expatriates and 70 local staff) and to represent PIN in the country. CD supervises the mission´s programmes, finances, finance issues and administration as well as human resources. Considerable part of CD´s responsibilities consists of medium-term and long-term activities, strategic planning, establishment and maintenance of managerial procedures, recording and putting in use of lessons learned and capacity building. Another important role is supporting, motivating and consulting the mission´s staff.

Country Director is directly responsible for :

1.     Management:

CD is responsible for leading the whole mission team, for overall coordination of all its operations and its proper joint acting (synergy). At the same time CD plans the development of the mission in accordance with the needs of the given country and priorities of PIN. All these tasks are undertaken in close cooperation with Desk Officer (DO).


2.     Programmes:

CD supports all senior programme staff, follows all phases of the Project cycle management (PCM), and prepares the plans of the projects and its financing. CD also ensures good relations with the Donors in the given country.

3.     Finances:

CD supervises the regularity of spending (project related as well as operational); the status of financial administrative, overall financial situation and sustainability of the mission. All these tasks are done in close cooperation with Finance Manager.

4.     Human Resources:

CD plans HR needs of the mission and takes part in the process of selection of new expatriate staff. CD also takes care about capacity building, security and health of all the employees.


5.     Fundraising:

CD is responsible for fundraising from regional sources and financial stability of the mission including writing proposals in cooperation with Head of Programmes.


6.     Security:

CD is responsible for the securing maximum possible safety of the working conditions to minimize health risks and security of the property. CD is in charge in emergency situations.


7.     External relations:

CD represents mission in relation to media, wider public and partners especially in the given country.


8.     Logistics:

CD is responsible for administrative and logistics operation of the mission.


9.     Capacity Building:

CD increases the expertise of the staff and maintains the "mission´s memory"

III.            Key requirements


-       Experience in team management in humanitarian and/or development context ;

-       Proven experience in programme management (needs assessment, proposal writing, implementation, reporting, monitoring, evaluation) ;

-       Familiarity with the aid system, and ability to understand donor and governmental requirements ;

-       Fluency in both written and spoken English and French ;

-       Mature, reliable personality with ability to decide and work independently ;

-       Strong team-building skills ;

-       Ability to organize and plan effectively ;

-       Excellent communication and negotiation skills ;

-       Ability to work in difficult conditions and under pressure ;

-       Cultural sensitivity, work/travel in development countries ;

-       Dedication to work in the sector of humanitarian and development assistance.
