Winrock is an independent USA based not-for-profit organization incorporated.Winrock International is implementing the 'Pool Malebo DRC Kingabwa Rice Intensification Project " (“PIRK”) funded by USAID (reference: APS-OAA-10-000001-Public-Private Alliance). The project’s main objective is to develop a stable supply chain of high quality rice in DRC and allow national agribusinesses to replace imported grains by locally produced rice.

REPORTS TO: Project Coordinator


The Chief Accountant will be responsible for providing effective financial support to the PIRK Project ensuring compliance with donors’ (USAID, Bralima Foundation, Common Fund for Commodities) and Winrock’s policies and procedures. The Chief Accountant will be responsible for the processing of financial data according to donor/client requirements, verifying accuracy of data, assisting in budget planning, implementing accounting policies and procedures, and generating prompt and accurate financial reports.


-       Prepare monthly financial reports for submission to the Project Coordinator and Winrock

-       Review local expense reports for compliance with USAID, CFC, Bralima Foundation and Winrock regulations before reimbursement

-       Development of and maintenance of double entry accounting system to track all income and expenses against approved budget

-       Coordinate with program and administrative staff to ensure transactions are properly coded

-       Prepare wire transfer requests

-       Prepare and issue payroll checks for local staff

-       Monitor cash balances, prepare advance account reconciliations, bank reconciliations and maintain a good system of records

-       Coordination with the bank for information regarding balance account, bank statements, negotiated exchange rates, etc

-       Work with the Winrock HQ Finance Officer to implement the policies and procedures in field accounting

-       Assist Home office to prepare budget analyses on a monthly basis

-       Prepare other ad-hoc financial reports as may be required

-       Review and reconcile the project petty cash

-       Work with the HQ staff to maintain the field-level inventory report in an accurate, complete and current manner

-       Work with the HQ staff to manage local insurance contracts

-       Establish and maintain a good working relationship with the project’s bank, ensure that banking activities are processed in a timely and professional manner, and ensure that the bank is providing all necessary services to the project at competitive prices

-       Ensure compliance to the Government of DRC personnel and financial management regulations (including necessary remittances)

-       Provide training and oversee training (especially financial training) to other finance staff in DRCongo as needed and/or directed.

-       Provide feedback and reporting to the Project Coordinator regarding financial performance and training needs.

-       Attend to other tasks as may be assigned by Project Coordinator.

Minimum requirements:

-       University Degree in Accounting, Finance, and/or Business Administration.

-       In-depth understanding and proficiency in the use of accounting systems.

-       Ability to train and support field Finance and Programmed staff in accounting matters

-       Good communication skills, both written and verbal in French and English

-       Professional accounting qualification to towards Certified Public Accountant

-       3-5 years of working experience in a busy accounting environment preferably in a not for profit organization or other financial services sector.
