I.              Organizational context

Under the direct supervision of the Central Africa Regional Representative, and in close collaboration with the FCA Headquarters in Helsinki, the ECHO Coordinator will execute his/her responsibilities within the given mandate and following the FCA Policies and Guidelines and the Red Cross Code of Conduct.

The role of the Coordinator is to ensure that the project is implemented in accordance with the contractual obligations of ECHO and that it meets the highest standard of implementation. The ECHO Manager refers directly to the Regional Representative of FCA Central Africa Regional Office (CARO) and will be supported by the Humanitarian Action Team and Africa Unit in Helsinki and the Program Staff of WARO.

II.             Responsibilities

The Coordinator will, under the supervision of the Regional Representative, undertake the following duties :

-       Support the implementing partners in the daily implementation of the project ;

-       Work directly with the project Staff in the planning & coordination of activities ;

-       Ensure that a standard approach is applied throughout the project ;

-       Ensure that the activities described in the project proposal are implemented according to plan ;

-       Provide technical input to the project, provide suggestions for improvements on an ad hoc basis and be proactive in terms of solving occurring problems ;

-       Conduct extensive field level monitoring ;

-       Elaborate reports according to ECHO requirements ;

-       Ensure that the requirements by ECHO (particularly financial regulations and procurement rules) are met ;

-       Coordinate with the Finn Church Aid’s staff at both headquarter and regional office levels ;

-       Establish good working relations to representatives of international donors, especially Desk Officers of ECHO based in Brussels and the field (Monrovia) ;

-       Participate in the ECHO Partner Coordination meetings ;

-       Attend meetings with other humanitarian actors and local government authorities, including those in the ACT system, to ensure that the operation is coordinated with others and avoids duplication ;

-       Provision of consulting/expert assistance and other relevant tasks as designated by the Regional Representative ;

-       Frequent travel to project areas is required.


III.            Competence and Personal requirements


-       Experience in ECHO procedures and managing ECHO-funded projects ;

-       Experience in financial monitoring and reporting of projects ;

-       Strong organizational skills and a firm foundation in the international humanitarian and development cooperation framework, international humanitarian and human rights laws, and Sphere Humanitarian Standards. In-depth understanding of international and non-governmental organizations related to humanitarian and development activities is essential ;

-       Extensive experience in working with relief projects ;

-       Experience with multilateral and international cooperation and advocacy, as well as in establishing donor relations and fundraising activities ;

-       Strong co-ordination, analytical and negotiation as well as diplomatic and communication skills are necessary ;

-       Good judgment and ability to work in a team, and be able to cope in difficult and stressful situations ;

-       Good writing skills and extensive experience in the preparation of reports in the French language ;

-       Readiness to travel on short-notice to project areas during the contract ;

-       Computer literate and firm knowledge of general project management tools, such as spreadsheets, is essential ;

-       Fluency in French, both written and oral. Other languages an asset.

We also appreciate if you :

-       Have experience in other international humanitarian fundraising mechanisms such as CERF/CAP or ACT Appeal ;

-       Have a strong background in food security, protection and nutrition- related relief projects ;

-       Have extensive experience in international fundraising and a firm foundation in drafting funding applications ;

-       Have knowledge of the region and its political, cultural, religious and socioeconomic context ;

-       Are flexible and capable in working in different, and sometimes challenging, situations in a multicultural environment, and you have willingness to live in conditions of hardship and insecurity ;

-       Have good problem-solving skills and have a proactive approach to the area of your responsibility.


IV.           Application Process

The position will be filled as soon as possible for an initial contract of 12 months, with a possibility of extension. The compensation is based on FCA salary scale and the candidate. The compensation is 3537€ – 3953€/month, including adverse working conditions allowance and depending on suitable earlier work experience.

The duty station will be Goma, Democratic Republic of the Congo, with frequent travel to project areas. The position is a no-family post, and accommodation might be co-housing.
