I.              Context

Scope: IRC’s Community-Driven Reconstruction (CDR) program in DRC, a program called “Tuungane”, meaning “let’s unite” in Swahili, is the largest of its kind within the IRC network globally and supports over 1000 villages in the east of the country. It seeks to empower communities to have a greater voice and control over their own development. With a budget of 140 million USD, this seven-year program funded by the Government of the United Kingdom through DFID aims to support 2.6 million beneficiaries to improve socio-economic conditions and increase understanding of and demand for good governance. The current program will continue through 2014.

IRC is seeking a dynamic, experienced, senior professional to provide senior leadership to all aspects of its CDR and governance programs in DRC, including implementation and quality assurance, technical guidance, risk management, strategy development and representation, and program development. The IRC’s work within this sector includes the largest program of its kind within the IRC globally, working in partnership with service delivery institutions, community organizations and decentralized local government structures.

II.             Responsibilities


-       Provide strategic oversight to all governance and community-driven reconstruction programming, ensuring high-quality implementation, including technical oversight of national and international staff (more than 400 program staff) ;

-       Finalize and disseminate a governance sector strategy for the IRC DRC and ensure that IRC DRC programming across sectors systematically considers and integrates governance aspects ;

-       Oversee the budget management, compliance, and risk management of Tuungane with a complex management structure and a large number of sub awards with community partners ;

-       Engage with the Congolese and international development community, including donors, to ensure that IRC Governance programs are well-represented and well-coordinated with Government of DRC planning and legislation and other actors ;

-       Identify program development opportunities including through developing and nurturing relationships with key donors in the governance sector and contribute to sector program and proposal development efforts ;

-       Liaise closely with IRC’s Governance and Rights Technical Unit to ensure high-quality technical support is provided.


III.            Qualifications


-       A proven and successful track record that features at least 3 years of previous senior management (Project Director or similar) experience managing a large and complex portfolio in the governance support and community-driven reconstruction or community development sectors ;

-       Strategic, decisive, analytical, articulate, concise and persistent ;

-       Experience and ease with engaging with international donor agencies at a strategic level ;

-       Excellent human resources management skills, with experience managing large, cross-cultural teams, and including staff development planning ;

-       Strong organizational, interpersonal, and communication skills ;

-       Willingness to travel regularly to remote areas of DRC ;

-       Postgraduate degree in political science, sociology, international relations, international development or similar governance related discipline ;

-       Fluency in English and French essential ;

-       Experience in DRC or in the region preferred

The Director of Governance Programs will be based in Kinshasa, but will be expected to spend 40% of his or her time providing management support within in the east of Congo (Katanga, North and South Kivu and Maniema provinces).
