Devoirs et Responsibilities
OAI is looking for an experienced auditor to participate as a team
member in the internal audit of the DRC Pooled Fund, in a team of two auditors
for UNDP, and cooperating with audit teams from other participating
organizations (OCHA, FAO and UNICEF).
The Audit Consultant is required to perform a comprehensive financial
and management audit (as a team member) of the DRC Pooled Fund. The Audit
Specialist will normally focus on the financial and administrative related
aspects of the audit.
- Review compliance and performance of the
Administrative Agent function exercised by UNDP: receipt, administration
and management of contributions received from donors; disbursement of
funds to the Participating UN Organizations in accordance with the
decisions of the Humanitarian Coordinator within 3-5 business days;
provision of periodic (annual and final) financial reports on the Pooled
Fund Account to the Humanitarian Coordinator, contributing donors and the
Pooled Fund Board; and provide the Humanitarian Coordinator, the Pooled
Fund Board and Participating UN Organizations with the statements of donor
commitments, deposits and transfers to Participating UN Organizations and
other financial information related to the Pooled Fund;
- Review how UNDP discharges its function of
Managing Agent: ensure timely disbursements of funds to NGOs in accordance
to the decisions of the Humanitarian Coordinator under the standard
allocation and the Reserve; ensure programmatic and financial follow up,
including projects monitoring and evaluation and audits of NGO projects;
receive the narrative and financial reports from NGOs for funded projects
and provide financial expenditure to the Administrative Agent in
accordance with the timetable indicated in the MOU; and provide adequate
inputs for the Annual Report of the Pooled Fund operation, based on the
information received from the NGOs;
- Assess the costs related to UNDP’s functions
as Administrative and Managing agent respectively.
The exact distribution of work and detailed audit steps to be conducted
will be communicated at the beginning of the assignment (early September 2012).
Without limiting the generality of the foregoing, the main functions of
the Audit Consultant engaged to perform the audit of the DRC Pooled Fund
include:
During the fieldwork phase:
- Conduct interviews and tests as necessary, in
accordance with generally accepted auditing standards, and make
conclusions on the adequacy of internal controls and the remedial action
that may be required to correct any deficiencies that may be identified. In
certain high risk programmed areas where there is evidence of lapses or
weaknesses, in depth substantive testing may have to be undertaken.
Findings, both positive and negative are discussed and confirmed with the
client staff;
- Prepare a draft report containing statement of
audit findings for discussion with the senior managers of the office prior
to the departure of the audit team from the country at the end of the
audit fieldwork.
During the reporting phase:
- Prepare and finalize the working papers and
audit report in accordance with the OAI standard operating procedures
taking into account comments received from the audited and management
during the exit meeting. Draft reports are to be finalized within two
weeks from the end of the audit fieldwork;
- Perform any other task for the timely
completion of the audit missions and other assignments in relation to the
range of services provided by the audit team, as required.
Expected duration of
Assignment:
The assignment is planned over a total of 20 working days over the
period 4 September to 19 October 2012, with mission in Kinshasa, DRC from 10
September 2012 to 21 September 2012 (excluding travel). An initial kick-off
telephone meeting will be organized between the UNDP audit Team Leader and the
Audit Consultant the first week of September. All necessary documentation for
the preparation of the audit will be provided then to the consultant.
Supervision:
The Audit Specialist will report directly to OAI Team Leader in charge
of the audit assignment.
Deliverables:
- One day before the end of the audit fieldwork
(20 September 2012), a memo (exit meeting notes) on the audit work done,
reportable issues and possible recommendations for all audit areas
assigned to the Audit Specialist;
- Within two weeks from the end of the
fieldwork, a draft report developed based on the issues of the exit
meeting notes, and validated by UNDP OAI, should be submitted for review
and acceptance of OAI, together with all audit working papers. Within four
weeks from the end of fieldwork, the final audit report taking into
account the review points by OAI should be provided.

Qualifications
et expériences requises
Education:
- Advanced university degree in accounting,
audit, business administration, commerce or related field.
Experience:
- A minimum 5 years experience in
external/internal auditing. Experience at the international level would be
an advantage;
- Professional
certification (Certified Internal Auditor – CIA; CA; CPA, etc.) desirable;
- Experience in international organizations,
not-for-profit organizations, Non Governmental Organizations or
humanitarian/development aid projects is desirable;
- Willing to travel internationally, which may
include areas with hazardous working conditions.
Language Requirements:
- Fluency in French and in English.
Terms of payment:
The offer should include a fixed contract amount for 20 working days (5
days preparation, 10 days audit fieldwork and 5 days reporting) itemizing:
- Fees, total and per day;
- Flight
ticket cost.
An additional Daily Subsistence Allowance (DSA) will be paid by OAI
based on travel dates and at the UN rate applicable at the time of travel (USD
276 per day as of May 2012 and USD 98 for airport transfer). Hotel reservations
will be made by UNDP. 80% of the DSA and airport transfer would be payable in
advance, prior to the period of travel.
Payment will be made upon submission of invoice and the acceptance of
the final report by OAI. All invoices should include the dates worked.

- Financial proposal (itemized by fee and
travel).
